Is it best to lay vinyl flooring on top of the existing vinyl or should the old one be removed?

I’ve one existing layer of vinyl sheet which ~20 years old. I’d like to put a new vinyl sheet new.
Is it best to lay the vinyl flooring on top of the existing vinyl or should the old one be removed?
